I'll be driving to Gawja during the release, but I think a poster on SoSH summed it up well:

one possible motivation for releasing the names is a perceived sense of obligation to the fans (who are more than likely all aware of PED's), and in an attempt to reconcile that with organizational efforts to make it more "morally" marketable.
this reason might be bullshit if anyone actually said it out loud

another possible motivation for releasing the names (more likely not bullshit) is the fact that when something like this (big investigation of public figures) gets done, the names always get out one way or another, and perhaps mitchell/selig thought that by releasing the names they look as if they are still in control and have ideas about how bad the whole PEDs thing is.
