It's a saying. Basically it's a situation where either option is not possible, because it relies on the other.
Think of it like this: say you had a dog. It was a loyal dog, and you loved it very much. But the only way to get food for the dog is to sell it. Now, if you sell the dog you can get the food, but there's no point to it anymore since you don't have the dog. But on the other hand, if you keep the dog you won't have the money to buy food for it and the dog will starve.
