Multiple nuclear weapons does seem like an excessive reaction even to a giant Rei Ayanami.

Are you sure the nuclear weapons were end-of-the-world type events? They do seem like they might be serving a role as a big event that breaks one out of past habits instead. Granted they're setting off giant monsters, apparently, but that's got a rejuvenating aspect besides the destructive one.
