Meanwhile I sometimes just say it. Missed an opportunity a few weeks ago, because I was on the phone. Couple walked by and woman was wearing this...outfit. Suit is quite the wrong word, but the top and bottom matched. Top was a half-circle of fabric, the straight line running across the top from armpit to armpit (and two straps extended and tied in the back), the round part hanging down. Skirt was asymetrical, about knee length on one side, maybe a foot long on the other. Couldn't take time out to have a clothing store conversation, but did say, that's a fabulous suit. And as he held the door for presumably his girlfriend, man smiled and gave me that chin nod. Does take a little judgment, but sometimes the folks in the remarkable clothing don't mind (tasteful) remarks...

Look, it's perfectly acceptable to say it about clothing. I do that all the time. It's the underwear about which I feel a certain delicacy.

Yes, but I have underwear bigger than this girl's top. And there was no way she had a bra on under it. You could almost call it a bra but it didn't provide any type of support, it was just kind of a curtain. But maybe it's really because I wouldn't be offended if someone said something about my underwear. Or rather, I wouldn't think of that any differently than if someone said something about any other article of clothing I was wearing. Maybe it's just me not caring, but I don't think so. Some people put lots of money/time/energy into picking out their undergarments and really don't mind (or like!) when people notice. (There are, after all, not an abundance of opportunities for most people to receive compliments on those articles, unlike many others.) I don't feel a "those are cute, where did you get them" would be out of line.
