the coding exemption is not 100% sure. i heard that commemorative plates are not exempted from coding. it's just easy to escape from the mmda because the commemorative plate is superimposed on the regular plate. it's best to verify this with LTO and MMDA.

You can visit the UP Alumni Office in Diliman (it's at the aptly named Bahay ng Alumni) to inquire about the plates.

As for the exemption, I've been using the PGH Centennial plates for 2 of our cars for the last 4 months and I've never been caught, even in Makati.
