If someone brings up the fact that bacterial evolution is both extremely well documented, and extremely easy to demonstrate and observe, he will draw a distinction between "microevolution" and "macroevolution", he will then go on to say that although small changes in the DNA occur, large ones cannot, and speciation cannot happen by evolution

He's stating that there is large scale evolution (macro) because it is made up of countless small scale mutations or evolutions (Micro).
