I was going to say "Border Collie" <3 But wathing Bernes puppies on google, those are also cute! And I thing Bernes fursuit is not so common as BorderCollie in the fandom, so it can be a funny choice :)

I would go with a scottish terrier because the face has extra personality with the scruff below the mouth. Also you can give it a name like Scruffy that children and adults could both appreciate.
