At the beginning of Skyfall, we know that Q has just been promoted because of Boothroyd's recent demise.
This funny story (I was going to say "little" but it is 12 chapters, so a good morning's read) is about where Q got promoted FROM.
Eighteen months or so before the events of Skyfall, through a glitch, Bond's call to Q Branch for tech support gets rerouted to Help Desk call center operater 4191, who becomes Bond's new go to resource when he's in the field. Cue adorable and deadly romance, culminating in M, Q Branch personnel and 006 as matchmakers. And let us not forget the Roomba armed with a .22 and 4000 rounds. Indeed not.
