I'll be using PS CS2. With Selective Coloring so its not translatable (:
01. Open up your base.
02. Duplicate it and set it to screen 30%.
03. Make a new selective coloring:
Reds:
cyan: -46
Yellows:
cyan: -38
yellow: +17
black: +16
Greens:
magenta: -100
Cyans:
black: +100
Whites:
cyan: +100
magenta: +32
yellow: -53
Neutrals:
cyan: +24
magenta: -11
yellow: -18
Blacks:
magenta: -36
yellow: -24
black: +43
04. Make a new SC layer again:
Reds:
cyan: -100
yellow: +100
Yellows:
cyan: -100
yellow: -100
Neutrals:
cyan: +19
yellow: -8
black: -10
05. Make a new layer and fill it with #1f2f5d. Set it to Exclusion 67%.
06. Duplicate the 2nd SC layer and drag it to the top.
07. Make a new SC layer again:
Reds:
cyan: -100
magenta: +16
Yellows:
cyan: -57
yellow: -49
Cyans:
cyan: +39
magenta: +16
yellow: +24
black: -17
Magentas:
cyan: -75
Neutrals:
cyan: -19
magenta: -3
yellow: -5
08. Duplicate your base, drag it to the top. Leave it at Normal and lower the opacity to 30.
And you're done!!
