It's not just someone's dogmatic constitution, it's a proclamation from the Second Vatican Council itself, which was my point.
The statement itself is rife with Scripture. Its reference to 'salt and light' is drawn from Mt 5:13-16. The message is given throughout the Gospels and epistles, and Revelations, that the Church will always have those outside of it, will even be oppressed and opposed by them, but will ultimately prevail, leading many to Heaven. As Paul said, "I have been all to all in order to save at least some." (1 Cor 9:22b) The Church exists as "a communion of life, of love and of truth" in Christ, and exists for the salvation of souls (through that communion with Christ which is alone saving [see, for example, Jn 14:6]).
