This icon may look a bit complex but believe me, it is much easier then the other ones.
First of all I cut out Roman from this screencap and Peter from this one using Pen Tool. Screencap with Peter is too dark and too green so I used Auto tone, Auto contrast and Auto color on it.

To create grungy red background I filled in the new layer with #7a0606. Then I took this texture by burnedbreads and set it Screen (65% opacity). Then another texture also by burnedbreads set on Soft light (64% opacity).
Then I placed Roman and added Color Overlay (#110000 100% opacity)
After that I duplicated this texture and set it to Screen (100% opacity)

Next step I placed Peter image, then added new Levels Layer (11;1.00;247) to add more contrast I added b&w Gradient map. It looked quite boring so I decided to add ouroboros sign. I placed it under Peter image, set to Multiply. I didn't want it to look black so I created Color fill layer #2c0404 and set to Screen.
Still too simple :D I created new layer over Roman silhouette layer, Choose 1-2 px soft brush and using Freeform Pen Tool painted some strokes around the collar of his coat and his hair.

Well, at this point I realize that some layers on my psd are missing ( I have no idea how this happened, but it happened). I tried to kind of recreate it.
So first of all I added some painted brushstrokes behind the Peter, then created some red strokes using the Freeform pen Tool and probably added light red/dark red gradient set to Soft light.


Then I merged everything and placed on 100x100 canvas. Another texture by likealight on Screen (100% opacity). Then on new layer (set to Soft light) with soft brush I added some light red to the upper right corner and lower left.
To add more contrast I created b&w gradient map and set it to Soft light (17% opacity) masked Peter's figure. There is never enough red grungy textures, so I took this one by burnedbreads and set it to Screen (100% opacity). Then I sharpened everything using High Pass and that's it:)

On the original screencap the background behind Clara is brighter then her so I tried to fix it. I duplicated the layer, used Auto contrast and masked the background. Then on the new layer (set to Multiply) I painted using soft brush with small opacity and black color around Clara's figure.
To make everything brighter and less reddish I created:
-Curves layer (Output: 95 Input: 82;Output:178 Input:150)
-Brightness/Contrast layer ( Brightness:5 ; Contrast:11)
-Selective Color layer:
Reds: Cyan -3, Magenta -7, Yellow +8, Black -5
Yellows: Cyan +9, Magenta +7, Yellow +12, Black -19

To make her face even more stand out I painted with very light peach color around her face and with dark red on her lips. To make background red I painted with #aa2d2d around Clara and set it to Color (100% opacity). Using the same technique I showed in this Q&A I painted her hair.

Time to add some light. On new layer (set to Hard Light, 80% opacity) using soft brush with small opacity I added some light red to upper right and lower left corners.
Then another new layer (set to Hard Light, 61% opacity). On that layer I lightly painted with white on the top part of the icon.
Then one more new layer (set to Soft Light, 61% opacity). Here I painted a little white around Clara's face.
To bring everything together I created Gradient fill layer (#722828 and #e6acac) set it to Hard light (62% opacity) and masked around her face. Then I merged everything together and set to Soft Light (30% opacity)

To make Clara even more contrast and to make colors more saturated I created:
- Gradient fill layer (set to soft light 100% opacity and masked it completely). then using soft brush with small opacity I painted around the areas I wanted to be more contrast.
- Hue/Saturation layer (Reds: Hue -4, Saturation +10; Yellows: Hue +2, Saturation +7);
- Exposure (Exposure: +17, Gamma: 0.94).
Then I added this texture by burnedbreads (set to Screen 100% opacity) and this one also by burnedbreads with the same settings. Both of them I masked around Clara's face.
Now it is time to put everything on 100x100 canvas. Her face looked a bit too dark so I added b&w gradient map (Soft Light 33% opacity) and masked everything except for her face. Then I sharpened the icon and ended up with something like that.
