It's not that they are assured to be useful, or that the others not. It simply brings those with the drive to succeed. If they feel they have something that would be worthy to offer, and the drive to carry out that worth, then they will come.

If it's merely all an arrogant assumption on their part, then they will rapidly make that obvious as well. It is mostly a screening process of sorts. It weeds out those with no drive or confidence.
