I use bluehost for my low traffic site. They've got a pretty modern cpanel and it's 89$ a year...

Bluehost is in Orem, UT. That doesn't bother you? (I'm a little anti-Mormon, or rather any religious crazy like my grandmother and aunt. (Though I love them anyway.))

I helped design a site for a museum that is on HostMonster. So far they have been rock solid and very responsive. Unlimited bandwidth and space and all the add-ons.
