Cyrus is, of course, the leader of Team Galactic. A fellow trainer beat him a while back when he first tried to take over with the use of trying to capture the Sinnoh legendaries. He stole our lake spirits from their places and created a red chain to control them. He's been totally bitter about it ever since, I swear. He ended up trying to pick a fight with me over my opinions during graduation. I totally got him mad and he stomped right off because of that.
He has that obvious god-complex of his, he wants to like create a new world or universe or something, thinking that the world is flawed and everything and that it shouldn't be. All and all, he was asking to be beaten by Dawn. (Who, of course, was the trainer I mentioned earlier.)
So yeah. He's crazy and he thinks that he's going to succeed. He won't, as long as there are trainers who are okay with the world.
He was going to reform the world into his own "perfect image", as he boasted so fondly. No wars, no mistakes, no bad people. Which, I think... it's really stupid because you know, we're humans. We're supposed to make mistakes and stuff.
The red chain? Literally, it was a red chain. It took the powers of the lake spirits, the legendaries who helped keep the original three (Dialga, Palkia and Giratina) in line, and used it to control them. [He never wants to see pokemon hurt like that, again. Mesprit ;____;] ... He really hurt them when they went in to capture all three of them.

[The slightly bitter version of it.]
