Calling All Techies

I need a good photo editor, and I don't know what to get. My primary uses for it would be editing and sizing pictures from my digital camera, being able to add cool effects, and making lj user pics. Basically using it for a webpage, whatever's the best for that. Any suggestions? I want to pick one up in the next few days, but I'm lost. And

I can only recommend Adobe Photoshop. It's the best there is in the photo editing department - it can be pricy but I'm sure you could find it for free; so many people work with it. ;) I have had to work with Paintshop Pro at the office and it's really just a pain in the ass.
