Feel free to add your character in, even if this looks complete. I would like to keep it up to date.
[Liked/Adoptable]
Yuki Sohma - Adoptable - Maes doesn't know Yuki well yet, but the fact that the boy showed up to the greenhouse planting and joined in without complaints said a lot for him. Yuki's clearly trying to help out, and he's young and earnest. This lands him a spot on the list of those Maes wants to adopt.
Son Goku - Adoptable - Goku reminds Maes a lot of Ed, besides the hang-ups about being short. He's eager, loves food, and very open. Maes is a little watchful of Goku, because he remembers the ST incident. But he heard the explanations, and knows that Goku wasn't at fault. Overall, positive. But if Goku does ever come to play Maes is warning Elysia NOT to touch the 'crown.'
Neku - Adoptable - Maes feels very sorry for Neku, especially having heard all that Joshua put him through. He wants to protect Neku from more harm, but knows that if Joshua comes back, he'll need to rely on the young man for information to help protect the city. While conflicted by this, Maes knows it's by Neku's choice, and that makes him a little proud of Neku.
Hitsugaya Toshiro - Liked - Hitsugaya had positive marks in Maes' book from the moment Maes saw Unohana and the others greeting him. He trusts Unohana's judgement. Since then, Hitsugaya showed up to help save two boys that were very injured - Sasuke and Al - when he was under no obligation to. While Hitsugaya seems very distant, Maes likes the boy. Time will tell if Hitsugaya winds up on the Adoptable list or not.
Zelos - Adoptable - Maes hasn't had a chance to spend much time with Zelos outside of the Dreamscape, but what he saw made him feel deep sympathy for the young man. He doesn't get it when parents don't love their children, and wants to help make up for that with Zelos if ever he can.
Armstrong - Liked - Armstrong is one of Maes' subordinates, and his most trusted. Maes is very glad that Armstrong is here, and not just because of his alchemic abilities with structures. He knows he can trust Alex, and that the city is much safer with the large alchemist around, and by extension, Elysia is safer.
Rinali - Liked - Rinali seems like a very nice young woman, a bit on the shy side but earnest. Though they haven't talked often, Maes is convinced she has taste, since she liked Elysia's pictures. She seems a bit thoughtful and pensive; Maes wouldn't mind breaking her out of that gloom if he can figure out a way to.
Neji - Liked - While Maes and Neji haven't interacted a whole lot yet, Neji comes very highly recommended, and showed up to the greenhouse of his own volition. That represents the dedication Maes was led to expect of the young man. Maes likes Neji, and intends to seek him out more often.
Skyler - Liked - Maes is still trying to figure out what changes may have occurred with Skyler since he left and came back recently. He knows that often people come back differently. The lack of change heartens him but makes him concerned at the same time, since he doesn't know if it's an act or not. He was glad to see the Pokemon at the greenhouse, it was reassuring.
Touya - Adoptable - Maes enjoys the music Touya performs, and worries sometimes that the boy seems so very lonely. But Touya is also aloof, seemingly wanting to shield himself from the outside, and Maes isn't going to break that down on a whim, not until he understands why Touya shields himself so much.
Yachiru - Liked - She's cute, energetic, eternally cheerful, and tough. Maes is impressed by the way she can take care of herself for the most part, but is still so young. While he knows the Shinigami are more than they seem, it's never more evident than when he sees her running around. His house is open to her to play in any time, and he'd love to have her over for supervised playtime with Elysia.
Trisha - Liked - The mother of Ed and Al, Maes knows she's done an excellent job raising her boys. It's reflectd in the way they love her and she treats him, and he's glad that they get the chance to have her again. She's a very caring woman. It's nice also that he gets to meet her, he can see where their caring attitudes come from.
Jojo - Liked - Maes knows Jotaro isn't as young as many others in the city, but he still worries that the young man tends to get out of his depth. He considers Jojo as earnest but naive, needing an eye kept on him. Should Jojo show more mental skill and discernment, Maes would be interested in training him, but for now Maes will simply be the silly father.
Unonana - Liked - Unohana is very respected in Maes' eyes. He admires the way she gives of herself to help so much. She is an invaluable ally and trustworthy, though he does wonder at the courtesy she extends to Mayuri. He's honored to be working with her on the project of community. Maes counts her as a pillar of the community, and probably one of the strongest voices in the city.
Riza Hawkeye - Liked - Of course he likes Riza. She protects his best friend, and it's clear that her presence is focusing Roy a bit. Maes knows that she's reliable and dedicated. In a world with so many unknowns, it's very good to have someone else he can count on at a moment's notice. It's also very nice that he can relax around her like he can around Roy. Neither are alchemists, and they understand duty and the military.
Juke Wurlitzer - Liked - Juke's got as much passion for his daughter as Maes has, and that's saying something indeed. Maes likes talking to Juke, and has a feeling he can be counted on in a pinch. It's also neat to just hear about Juke's world. Juke is his first good friend in the city, another man he can talk about daughters with, and a little bit about wives. Though he doesn't want to grieve Juke, so most talk will be fun topics.
Hatake Kakashi - Liked - Maes was inclined to trust Kakashi when he saw that Minato and Unohana trusted the other man. When Kakashi responded swiftly and professionally to the situation with Anko bodyswapping and speaking of suspicions, that was when Maes was impressed and began counting Hatake as a professional. Further conversation convinced Maes that he'd found someone he could work with, that held enough goals and methods similar to his own. He likes working with Kakashi. And, you know, the fact that Kakashi wasn't too upset when Maes Elysia-rolled him counted in Kakashi's favor too.
Bloo - Adoptable - Obviously, since Maes has taken Bloo in already. While the little guy is definitely a handful, Maes already cares for Bloo. Maes views Bloo as young, immature, but still with an earnest heart. He's an innocent. A more-mischievous-than-is-likely-good-for-him innocent, but innocent nonetheless. Due to this, Maes doesn't mind appointing himself as Bloo's protector. It will be a lot of work, but Maes is prepared for it. He thinks.
[Not sure yet - Positive]
Negi - Not Sure Yet, Positive - Maes only briefly met Negi before, but he's impressed with the collected way the boy deals with everything. He's certain of Negi's alignment due to his clear relationship with Asuna, and plans on keeping a close eye on the boy in the future.
Hawke - Not Sure Yet, Positive - Hawke seems nice enough, but Maes really doesn't want his daughter exposed to male nudity, so he tries to keep contact with Hawke shorter and to the point. He'd be glad to converse and work with Hawke more if there was less risk of exposing Elysia to the video.
Mila Evans - Not Sure Yet, Positive - Maes hadn't really interacted with the returned Mila, but he did respect Kyle as another officer of the law, and knew that she meant something to Kyle. Therefore, if opportunity presents itself, he will be protective, but she seems to be doing well since returning. He'll stay watchful. She's one who could be vulnerable here.
Ginia - Not Sure Yet Positive - Maes is fond of Ginia, and leaning towards positive. She seems to have a good heart, but he cannot forget that she killed so many during the one event. He doesn't regret getting her her old PCD or solving the case of Zeddicus, and he'd like to get to know her more.... carefully.
Anko - Not sure yet, positive - Anko is enthusiastic and very far out there. Maes isn't impressed by her sloppy performance at first while in Dr. Horrible's body, but she shaped up fast, and he's willing to give her another try. Right now, he won't trust her with anything classified. He knows, though, that Kakashi views her as reliable, and he'll give her a chance if it comes up. He's amused by her antics. In a way, she reminds him of a female Roy.
Vincent - Not Sure Yet, Positive - Maes has seen Vincent around and is unsure about his odd moods, but has noticed that Vincent tends to take care of people in need. There's also no bragging when Vincent takes people in, he's simply doing it. It's encouraging for Maes to see people quietly helping out. He's made note to keep an eye on Vincent, but not for suspicious reasons, to see if he can help if the other man needs it.
Cissnei - Not Sure Yet, Positive - Cissnei seems professional and friendly, and to be kindhearted. Maes can't say for certain yet, but he thinks she'll make a good contribution to the community. She also was very interested in meeting and playing with Elysia, something that counts for a lot in Maes' books. He's very polite with women, because he's a happily married man, but he'll still be friendly in the politeness.
[Not sure yet]
Hazel - Not Sure Yet - All he knows about Hazel is that there's strain between him and the others in the Saiyukiyaki Zoo, or that there was. As he's fond of Goku, this isn't a good sign. But he doesn't know enough to judge.
Daxter - Not Sure Yet - Maes doesn't know much about Daxter. The being talks about drinking a lot, and while Maes enjoys a casual drink, he's not that concerned with it. He doesn't seem to be a threat, though.
Cassidy - Not Sure Yet - She seems young and hopeful, but he was very disappointed to see her not stand up for herself, and give excuses instead of trying to take control of her own life and destiny. He can't help someone who is passive, he can't defend someone like that. He's hoping that she finds her own strength instead of just bowing to life and letting it control her.
Sasuke - Not Sure Yet - At one time, Maes knew and liked Sasuke. But this boy is a very different one from the one that Al was so close to, and that Maes was interested in getting to know better. He will take his time and try to get to know Sasuke better, especially because the boy has potential. Maes just does not know where this potential is leading.
Nemu - Not Sure Yet - Maes saw Nemu when she was here last time and realized her connection to Mayuri was very strong indeed. Since she arrived again, her actions have confirmed it, so Maes will not be trying to break that bond. He's hopeful for her, but also knows that if she cannot make a stand for herself, she will not be free. Freedom can't be forced. So he'll work to make sure she's all right in ways that do not put him between her and her father, and hope that she's happy. He'll also watch her - Kurotsuchi Mayuri is not a friend of the city, he knows this. He can't underestimate her due to her connections; he needs to stay aware. But he will hope.
Allelujah - Not Sure Yet - Maes doesn't know a whole lot about Allelujah. He seems nice enough, but there's something about him that seems different from time to time, and Maes has a lot of difficulty reading the other man. He's reserving judgement for now.
Kanzeon - Not Sure Yet - He has not spoken with Kanzeon, so far as I know, though he has of course seen her around the network. He'll be careful of talking to her because he wouldn't want his little girl to see video of that just yet.
Uchiha Itachi - Not Sure Yet - Maes cannot pin down what he thinks of Itachi. He met the young man before Madara was in the city and saw the affection Itachi had for Sasuke and Alphonse both. Itachi openly sided with Madara. Maes will not question it, but he knows there has to be something underlying there. He will not trust Itachi, though. Someone who plays one side can easily play the other, and Maes cares about Al too much to relax his watch.
[Not sure yet - Negative]
[Suspect list!]
Joshua - Suspect List - Joshua was the highest alert on Maes' list. Joshua already killed two people in the city. Maes was informed by Neku that Joshua killed Neku in an attempt to destroy his own city, which concerned him quite a bit. After all, he got to live in this city, and his daughter was in the city.
Dr. Horrible - Suspect List - Even before Anko was in the laboratory and Billy's body Maes was a bit suspicious of the man. It was hard not to be, after the guy sang about his intentions. He had originally been hoping to work on Dr. Horrible, to see if he could be swayed to good. But while Maes still holds onto a small bit of hope for Billy, he knows his chances are very, very low. Especially since discovering both that Billy froze him with the Freeze Ray and that Billy's in league with Carmen and Saul. But now he's keeping close tabs on Billy.
Saul Samaren - Suspect List - With Joshua's disappearance, Saul has become the top person on Maes' list of people to watch. There are deaths attibuted to the man, and it's clear he has no regard for community or society. Maes knows he cannot go up against Saul, period, so he intends to observe quietly and not speak to the man as much as he can help it. He wants to be unnoticed, a watcher in the shadows. Of course, he's aware how unlikely it is that this approach will succeed, since Maes has approached Billy.
Envy - Suspect List - Envy is the symbol of Maes' failure, and Envy's just helped Maes figure out WHY he failed, by putting his heart over his head. And Maes realizes that despite his own words, he might just make the same mistake again. Envy is proof that Maes has a weakness, and that weakness can come back to haunt his little girl. Maes doesn't hate. But Envy is the one that's closest to making Maes do so. He wants to be the one that takes down Envy in Adstringendum, and that bothers him even more.
