That's only a part of what it is. The Charter binds all things in its never-ending dance, containing and describing the world in its movement. Everything that is, and was, and will be has been woven into it, and belongs to it.

I'm not surprised. Most of the inhabitants of Ancelstierre ignored it entirely, even though the evidence of its existence was clear enough if they'd allowed themselves to see it. In any case, the Charter's power is strongest in the Old Kingdom, which this place certainly is not.
