I sent Fran Kranz -- the guy who plays Topher -- a Facebook message with a drawing, and asked him what Topher's bracelet says.
He just wrote me a detailed, explaining answer, not with what it says, but the backstory of it, the importance of it for Topher, and that we'll find out what it says in the final episode of the show.

And while I'm here, my friends and I have been obsessing for ages; What does Topher's bracelet say? (We also noticed that Enver had one as Topher as well -- were they identical?)

hey. awesome drawing. it's definitely one of my favorites of those i've seen. thanks.
as for the bracelet. it's my secret. mwahahahahah. shawna the costume designer came to me with it and at first i just thought the accessory worked for topher but then i used what it said as a mantra or motto of sorts for topher. in epitaph one when he's mad we decided to go without it so then it was up to me to figure out at what point along the way does he lose it or decide that what it says is no longer meaningful to him or if his change of heart and growing conscience is at odds with what it says. does that make sense?
basically he changes and so what the bracelet says no longer fits with his beliefs or on the other hand it takes on a new meaning.
it's something very prideful. arrogant. something almost destructive in its assertiveness. which worked for the cocky mad scientist. but as his tech destroys the world and he sees people he admires fall or betray him or turn evil his bracelet is something that disgusts him.
anyway, i was dying to have it referenced in the show so that it doesn't forever remain a mystery.
i do say what the bracelet says in epitaph 2 the series finale. of course it is in the future again so topher is a little wacked out and what he's saying is hard to lock down or distinguish but i definitely say what the bracelet says and when i do i even gesture to it or at least it is very nearby when i say it. depends on the take actually. but the bracelet is in the scene. i'm not wearing it but it's there.
