I would always say 'scheduled for'. An alternative could be 'to be held at'. Not sure if there's any rule to it, other than what feels (to me) like common usage. Hope that helps!
... It belatedly occurs to me that maybe 'at' isn't generally used, because it could make the meaning a bit ambiguous. The stated time might relate to when the meeting is to be held, or (literally) to when the meeting was scheduled (i.e. when the scheduling actually happened).
