Could anyone confirm or deny that 1) someone in the US can buy plane tickets for someone in the UK, and 2) this works out significantly cheaper than the Brit buying them because of VAT?
A) Yes, some-one in the US can buy airline tickets for someone in the UK, but, B) No, maybe - airline tickets vary massively in price, for reasons that are not transparent. The price will likely be different, but not in any predictable way. The difference may be significant, but usually for us hasn't been.
(1) Yes. Probably the easiest way is to buy them from the airline's website.
(2) There is no VAT charged on (international) airline tickets from the UK or any other EU state. Prices are likely to be broadly comparable although airline pricing is quite opaque and contains an element of different pricing based on the country the ticket is sold in so the precise difference is not easily predictable.
