In terms of people who Tony can manipulate we talked a bit about Seifer before, I think. I don't think you know the canon so for the record his reaction to charismatic, manipulative people who by turns make him feel important and put him down is the following:

Seifer: I'm going to be a hero and save the world!
Charismatic, manipulative person: Really? You're just a weak child.
Seifer: I am not.
CMP: Prove it by doing anything that I tell you.
Seifer: You're on.
CMP: Start by torturing and killing your old friends. I'm sure you'll be strong enough to beat them all single handedly.
Seifer: Of course I will be.
CMP: You failed? Pathetic.
Seifer: I'm sorry, I'll do better next time.

Essentially, he responds to being needed and to power. He only respects those with more power than him, in whatever form that takes, but he will do anything for the recognition of those who he does respect. So Tony would probably be able have him wrapped around his little finger in like a minute.

Ooo, wonderful. With Sid not on the island, Tony's going to need someone like that. :D

Is there anything in particular about Seifer that Tony would be able to pick up on and use to his advantage, beyond just his general demeanor? How is he around girls?

I don't really know. Lets see, if we're talking weak points, he needs to be scrupulously neat and well groomed, all the time. I'm sure Tony will notice that its really important to him that he always looks neat. He hates being ignored to the point that he swaggers rather than walks because he's always trying to draw attention to himself. He likes to act as if he's in control but will lose it if told he's either weak or a monster. He loves to fight but he also enjoys mocking people who he thinks won't have the balls to punch him.

He's much the same around girls as he is around boys. Insulting towards the ones he thinks are weak, challenging towards the ones he thinks of as equals and for the ones he thinks are worth it, he'll get down on bended knee and offer to do whatever they want. (Like his only girlfriend he has in canon, he promises to liberate her city for her.)

Oh my. This ought to be lots of fun. :D I can tell you already that you can expect Tony to alternate between making it seem like Seifer is the center of his attention and not even worth noticing.

If Clark originates it, it will be just about as current as we can get. :D (I'm already imagining him waking up next to Lois and being so relieved to be home that they immediately go at it, enthusiastically, meanwhile everyone who has showed up from the Island is downstairs WTFing, making coffee, and getting bits of ceiling in their hair >.>)

But both him and Cissie will get tossed at him whenever his EP goes up.

For Tony, I feel like he could probably manipulate Alexis fairly easily, especially given the state she's in (and will probably be in to some degree for several months to come). Maybe throw them together once he shows up and see what shakes out, unless you've got specific ideas?
