I'd imagine because the sign seems to be there primarily for the benefit of those already using the nursery, and it's the sort of establishment (like school, or university, or college, or... struggles to think of examples outside of the educational) for which articles tend to be dropped by those speaking of the establishment particular to themselves. I'm sure there was a simpler way of saying that. But anyway... people rarely refer to 'the' school or 'the' college when they're talking of the one they themselves attend (or, indeed, work at), do they?

Or else the sign maker was too preoccupied with the clip art to be all that thorough about the text...
