I thought the topic sounded familiar...I have trouble remembering what I've done in the past and where, so I tend to repeat myself :/

The reason I went through the trouble of joining that forum and answering that question was, quite frankly, because the one answer provided was only marginally correct- and I felt I could do a much better job answering. One thing that annoys me is ignorance, so I am on this unending crusade to educate people about any subject I know a lot about but they might not. Ad hoc opinion-forming is hard-wired into us as human beings (reference the study that asked people's opinions of the Metallic Metals Act of 1954), but still...garbage in, garbage out.

No, it's just that I heard a simplified version of it (this was from way before I'd even known you), and only in relation to New York. It's just good to be able to know it in more detail.
