I'm sorry. I think that letter is a hoax. There was an article in British Cosmo recently that exposed certain internet hoaxes, and this was one of them. A spokesperson from a charity that helps victims of rape, said that it may be more harmful than helpful because many of the tips will lull people into a false sense of security[ ie I won't get raped if I wear my hair down], while other tips could lead you straight into danger [ie talking to the person who's following, where walking swiftly away to a brightly lit and busy area/crossing the road might be a better idea].

I'm sorry I don't have the mag to hand. I was reading my flatmates copy, but when I can get hold of it I will have another read to see if there is any important stuff I missed.
