If I didn't know better, I'd say they're installing an underground fire hydrant. Whatever it is, the top looks awfully close to street level.

Mm, I don't think so. But then I don't know much about sewer lines.

The workers have gone off somewhere, so I went down and took a closer look (photo added to the post). It almost looks like they're diverting to or from the old sewer line, but to / from where?

If it makes a difference, there is a sewer drain about ten feet away, and a fire hydrant about the same. The hydrant has been "out of service" for weeks.
