Ah, so here I can go with the spoiler. As I said in the non-spoiler thread they are both manipulating. Zarek doesn't want the Presidency, he wants to be the power behind the throne, not the target on it. Lee's being just as manipulative, it comes out clearly in Sine Qua Non where he definitely manipulates Romo into recognizing Lee as the only viable candidate.
Bamber made some comments on it in an interview I just listened to but don't think I kept a link. He discussed the character's motivation. I can't remember if he settled on it being overt or unconscious, but I think he came down on the side of the latter in disagreement with the writers.
I'm really looking forward to what happens with Zarek in the second half of the season based on the spoilers that I've read.
