Well, that's one possible interpretation. You have to remember that when this quote was written (18th c.) I imagine it was common vernacular to use "men" instead of "people" or "men & women". I don't think that the quote was meant to be male specific. You could distill this quote to "engage brain before putting mouth in gear", but it sounds much better as written. I could be wrong.
