It's the term they use for "captain" in Prince of Tennis, and thus what they call Tezuka, who is the captain of the team. Oishi is a fukubuchou, vice-captain...

Although in BLEACH, captains are "taichou" and vices are "fukutaichou"

So. You get two, two, two terms in one!
