I have the feeling that if each weapon has certain attributes, and those attributes are either amplified or decreased based on the owner's personality. (Energy sword doesn't work well for the psychotic strung out on heroin, but works very well for the hot anime chick with green hair.) Thus, you get many levels of effectiveness and lots of potential for creativity.

Cool idea! My initial thought is that each person creates their own weapon, subconsciously (although, the player, of course, gets to choose consciously, the character doesn't). So it's totally personal to the character. Really, in the end, the weapon is just gonna be a cool special effect to explore the idea of violence, and what we would do if it was an easy and available option. For many rpgs, it is both easy, available and rewarded in play. I want to take that idea and see the social and personal ramifications of it, when transposed onto our own world and our own morality. And also, I want big explosions, cool fight scenes, and grim revenge stories!!!

1)On Penn and Teller's TV show Bullshit!, one segment of an episode Penn (despite being loath to have the government pay for anything) suggests that the government issue a pink handgun to all women and describes the sexy safety implications.
