I, too, always wanted more of their interactions. Ax was such an intriguing character, and Elfangor was just so much...larger than life. I think we lost out on not getting to see much more of them together.
PS, I kinda had a small geekout when I saw your subject line in my flist. I read it twice just to be sure I was reading it right. :3
It might have been deliberate on the part of the author. Part of Elfangor's gravitas stems from the fact that much of his history is shrouded from us. Too many scenes of Elfangor as a brother would serve to humanize him a bit too much for an Obi-Wan archetype.
