When I freelance for a company (doing most design) I charge between $25-$50 an hour depending on how loaded the company is :)

When I did my freelance project for the local HS (92-page book including all page layout, photo correcting and editing, and some ad design), I charged a flat $500 fee. That was WAY cheap IMO.

I think I'd do $20-25/hour.

Our designers at my old job used to tally their work hours at $35/hr (which is way cheap compared to some ad agencies, etc)...we worked with a freelance writer who charged $40/hr just for writing..>i think Hthrstarr is right about that range ...I'd shoot for $30/$40 an hour, but I'd probably do some local research to make sure they're not going to hire somebody else to do it if you shoot too high. :-)
