Hmm. I'm sure you could youtube it to death, but I really don't do the video thing as I prefer to learn in person. My instructor is supposed to be coming out with a belly dance DVD sometime soon as it's already been filmed and whatnot, but nothing yet. I can keep you posted.
However, sometimes places like Ross (discounted clothing stores like that anyway) will have cheap DVDs. I picked up some DVDs for $5 once on Polynesian dance and some beginner belly dance DVDs with "Veena and Neena" the belly twins, a belly cardio one, and a veil technique DVD. I kind of forget I have them, but they were all right.
You could always keep watch for local classes or workshops being offered in your area. I know that's not free, but I'm sure there's a resource out there available if you really want to learn.
