I don't feel like paying for my LJ this year so does anybody know how to keep your mood theme and userpics without the payment?

I think your moodtheme isn't affected by that, but your userpics are. They'll still be uploaded but you won't have access to them.

The mood theme will stay, no worries. I'm not sure if you'll be able to change it after that though.

You'll still have your moodtheme I think, but if you want more userpic you'll need a plus account :)
