Hmm I've never had this problem myself, the food thief always gets away with it here, so my suggestions are just things I would try, nothing I know for sure would work

Aw, bunny fights can be brutal. I had Penny and Snowy's pens next to each other and Penny bit Snowy's ear. I found blood at the edge of the pen, so Snowy must have had her ear hanging through the space.
Dr. P will run off with food if I'm feeding both him and Penny at the same time. He may also try to steal it from Penny's mouth and visa versa. I think it has to do with them thinking they have to compete for food.
If I give one bunny food, I have to give the other. It's only fair. You may have to feed them seperately or give them both the same food at the same time so that they're not fighting over it.
We had a bonded trio of whom one was a grazer, another was a bottomless pit, and the third was food territorial. What we wound up doing was giving them fresh hay twice a day and separating them for their dinners. The bottomless pit and the territorial one, both of whom finished quickly, got kicked out to go run around while the grazer had time to finish eating as slowly as he liked
