If the Stampede was an actual accident, it would really dilute his scheming villain persona. Scar's strong point is trickery and cunning and having him kill Mufasa through sheer dumb luck would be determinant to his character.
As for the Wildebeest stampede... I really think he expected both Simba and Mufasa to die and only tried to get rid of Simba when he unexpectedly survived.

From the standpoint of fridge logic, there's a lot of problems with the entire stampede sequence that have been brought up over the years. Among the biggest of these is why Scar didn't just kill Simba himself. There was absolutely no reason to leave him to the hyenas except to have them bungle it as an excuse for Simba to escape and feel guilty for the second half of the movie.
