My characters are Rin Kagamine (this account), Vanika Conchita (ate_it_all) and Beyond Birthday (b_as_a_criminal). All of the above are fine, with a few disclaimers:
*Rin's a robot, so injuring her will be difficult. Also, just as a head's up, a dropped Latvia's drone lives at her house if you want to use that as an excuse for shenanigans.
*If he pisses her off, Conchita will try to eat him. It's what she does.
All of the above are fine with me, too, though if Ivan wants to hurt, maim, or kill Balin, he'll have to work for it. Even without his Logos Abilities or AFS equipment, Balin's a cagey soldier trained in hand-to-hand combat, firearms, and all things military engineering.
Blanket permission for Liet, Sealand, Bernkastel, Hilda, Kanji, and Iceland, though with notes that screwing with Bern is dangerous and screwing with Ice brings Nordics.
Madeline has permission, but be more careful with her, she is tiny. :c

Tagging is always appreciated. Injuring, not so much, unless it is important for a plot. It can be done, she's not indestructible.
Interest is the tricky one. Ilsa's gotten her receptive empathy back, so if she can read him, she won't be as startled as Ivan might hope. (Having grandparents appearing out of thin air on a regular basis kind of dulls the surprise nerve there. :D ). Her permissions are here with more descriptions of her abilities in the profile.
Until he does something aggressive to her, her friends or her assigned family, she will likely be all right with him dropping by unexpectedly. He will be fed, but she does not know a lot of Eastern European recipes yet.
