The "No Child Left Behind" scheme is directly and intentionally a Harrison Bergeron scheme -- enforced equality of outcome instead of enforced equality of starting circumstances. It should be called "No Child Gets Ahead".
Communism is clearly parallel to this "equality in outcome" outlook, and I'd argue Free Market Capitalism is fairly parallel to the "equality in starting circumstances" outlook. Even Socialism is closer to the former than the latter: punish the successful, and help the unsuccessful.
