I don't give a damn what kind of totalitarian either one of those bloody clowns are! Prefect is as easy to mould as clay, Howie, so long as somebody tells him what he wants to hear. You don't understand, you weren't around for the whole... Sylar thing.

It's got nothing to do with what kind of dystopian world they come from; it's got to do with Prefect latching onto anything remotely familiar. As long as he's got somebody telling him that it's good to shun individuality and dig his heels in and stick to "orthodoxy," he's going to feel justified and go right ahead and do it.

Plus, I'm not gonna sit around while somebody whose job it is to condition people latches his hooks into my inmate!
