1) His sister
The girl was small, yes, but she was also very convincing. She somehow mastered the "puppy-dog" eyes, and it made her look so miserable that Puck had no alternative other than to give her anything she asked for.
Most of the time her wishes weren't so hard to satisfy ("Noah, can you buy me this magazine?", or "Hey Noah, I need help with my English homework."), but she sometimes had more intricate desires. Puck had done things for her such as following her to a Hannah Montana concert, and being the guest at a teddy-bear party.
He sometimes thought about ignoring her requests, but she really did have a powerful puppy-dog look. Besides, when he was finished with his task, she would always kiss him on the cheek and say "Thanks, you're the best brother ever!", and that made it all worth it.
2) His mom
Mrs. Puckerman did not have the puppy-dog look like her daughter, but she could do something much better (or worse, if you happened to be her target): cry.
Puck absolutely hated seeing women cry; it made him feel like a jerk, even if he had nothing to do with said crying. If he could do anything to avoid it, he would.
With his mom it was even worse: it not only made him feel like a bad person, but also a bad son and a bad Jew.
And since his mother watered at the slightest sign that she wasn't getting what she wanted, he was hopeless.
3) Finn's mom
Having being friends with Finn since he was little, Puck found himself at the Hudson's very often. Carole was great: she let him spend the night whenever he wanted, she gave him food all the time, and she even said she liked his hair. He considered her practically a second mother, so her opinion and well-being meant a lot to him.
She obviously cared for him as well, and had a good image of him. That's why Puck tried so hard to make sure that image wasn't tainted. She didn't ask much of him, but when she did, he obliged without blinking.
Finn once asked him if his mom was one of Puck's MILFs, and that was one of the few times they fought.
4) Quinn
She was his long-time crush, and he had accepted the fact that there was no turning back. She had him at the palm of her hand, and he couldn't do anything about it.
He loved her so much he didn't even say "no" when she appeared at his doorstep, drunk and needy. He knew it would probably screw up his (and her) relationship with Finn, but he couldn't have turned her down even if he wanted to.
And now, she was his baby mamma, and he couldn't even be there for her.
She once more chose Finn over him, and it hurt. He would try to help her in any way he could, but at a distance, because it was how she wanted it to be. Meanwhile, he would try to prove to her that he wasn't a Lima loser, and hope she would someday tell him "yes".
5) His daughter
It might seem ridiculous, since she wasn't even born yet, but the baby girl in Quinn's belly already held an enormous power over him. She couldn't speak, but she demanded a lot.
The desperate desire to be there for his girl took over Puck from the moment he found out about her, and the responsibilities kept growing. He wanted to be the best father he could, so his daughter never had to pass through what he had; he knew how much a parental figure was important.
He was sure she would ask all of that from him, and even more, if she could, but so far Quinn had spoken for her. And Quinn wanted him to leave them alone, and so he did. If his girl later chooses otherwise, he would be there for her in the blink of an eye. Also, if she didn't, he would step away.
It would kill him to do so, but if there's something he can't do, is say "no" to her.
