At least your landlords respond. The landlady here doesn't turn on the heat until the temperatures go below freezing at night. This in spite of the fact that it's barely 60 degrees in my apartment. Since she pays for both heat and cooking gas, I retaliate by making her pay for the oven being on when I get home, though I do run up a bit of electricity for the fans moving the warm air around and it's useless when I'm getting ready for work. Still, anything to keep from freezing to death....

Yick, I've had one of _those_ apartments. I attribute my baking ability entirely to having lived there (well, that, and some training from my grandmother). If it gets really bad, assuredly the nice folk at the Illinois Tenant Union can help. tenant.org
I was actually shocked to see the radiators come on yesterday. They're not the most responsive of landlords, but they do some things right. Maybe this is an indicator that they might actually do things like snow removal this winter.
