tool-tip riddance:
tools, drafting settings, dynamic input -> turn off "dynamic prompts"

highlight riddance:
tools, options, selection, visual effect --> turn everything off

Actually, for the sort of drafting I do, I found the highlighting feature a God-send! When I have a drawing with multiple lines, Solid hatch patters below, and xrefs added into the mix, knowing what I'm about to select before actually clicking the mouse has been just a dream come true for me. Actually trying to select a solid hatch pattern without this feature always was a real pain for me. As far as the "on-screen prompts", I also found them useful once I learned to work with them. I find that I'm reading my command line a lot less as a result. I will admit that they do sometimes get in the way of what I'm trying to see on the screen but I'd gladly keep the feature as it has helped speed up my drafting more often than hindered what I was looking for...

BTW, you can quickly turn off Dynamic Prompts with the F12 key.
