Can modeling architectural, structural, and MEP building systems using AutoCAD Architecture and AutoCAD MEP be considered BIM?

technically, yes... but it's a bit of a stretch. AutoCAD products are not very good at BIM. The "information" aspect is somewhat lacking compared to Revit and other software designed for BIM from the ground up.
