It is "Her feet are infested with tarballs and scars," i have no clue what he means by Tarballs though, unless he literally means, little balls of tar.

I actually looked that one up on the Jack Johnson website and it was still confusing (the way they set up the lyrics).

I think tarballs are something that you get while walking alot.
Here, I looked it up for you: "Tarballs, the little, dark-colored pieces of oil that stick to our feet when we go to the beach, are actually remnants of oil spills."
