It's very inappropriate to laugh at others misfortune, but I can't seem to help myself...

Its not wrong. There are amusing aspects of this. For example: the guy that's being tasered keeps shouting about the Patriot Act. This is funny because its true. And that's what the police get for being abusive at UCLA, did they think the students were unaware of their rights? They might as well have beaten a black student at Berkley. Come on, people!

Also funny is that it was the LAPD. Its ALWAYS the LAPD. Evidently they train their cops to be abusive and get caught on video. Its what they do.

And the guy filming didn't do a very good job. But dude, the video quality! What kind of phone does this guy have? We actually think its a digital recorder used for classes or something. Sound was too good for a phone.
