Yes, the lowest commissioned officer is of higher rank than any noncommissioned officer. However, since most senior NCO's have many years of service while most Lt's and second Lt's have have only a few, it can get somewhat hazy. I was in the Navy and a saying I heard was: "The brass (the commisioned officers) run the Navy, but the NCOs own it".
