Hiraizumi Sei seems to be an actor famous for police roles. He plays Koyama's senior detective in Loss Time Life, and when Kame imitated him, it seemed to be all police-related stuff, too.

...I say this as if I actually know something, but actually, I've only seen that one episode of Loss Time. XD
