The Entire Nation of Amazon Lily (an island of women completely in love with Boa Hancock)

The Entire Kamabakka Kingdom (an island of crossdressers)

Kaworu Nagisa from Evangelion (Effeminate and into Shinji)

Saki from Steel Angel Kurumi (female "Steel Angel" in love with her 'sister' "Steel Angel" Kurumi)

Uruka Sumeragi from Steel Angel Kurumi 2 (human female in love with her female best friend Nako Kagura, though she tries to hide it)

Sumika and Ushio (Ushio loves cute girls, Sumika is crushing on Ushio, still hasn't confessed), Tomoe and Miyako (a lesbian couple) from Sasameki Koto.

If I recall kyo kara maoh was about gay boys

Lots of ones that are taken that I thought of, but I don't know if manga will count?

Hana Kimi series:
Ashiya Mizuki: cross-dresses as a male to get into an all boys school
Nakatsu Shuichi: Falls in love with Mizuki's male persona
Senri Nakao: Madly in love with Minami Nanba, a male senior
Dr. Hokuto Umeda: Has outrightly said he's gay, but not flamboyant
Akiha Hara: Flamboyant and openly shows intrest in Dr. Umeda

There's other, much more minor characters that are also gay, or cross dress as females for a special occasion/reason, ect. Those are at least the main ones that'll serve your purpose well, I hope.

Oh! Another one is Wish by Clamp! The angels and devils don't technically have a gender, although the angels are kinda shown to be more effeminate with more female features and the devils are more masculine with more male features.

Kokuyo: Son of Satan, has admitted to sexual liaisons with Koryu, a lesser demon and Madam Hisui, an angel master. Bi?...since they don't have genders, I'm not quite sure how that'd work
Koryu: Obviously. And tries to tempt Shuichiro, the main male character

If you're permitting yourself video game characters too, there's Max Galactica from Phoenix Wright: Justice For All (one of the very flaming but straight types, he calls everyone "sweetie" and says "fabulous" way more often than he should... but he has a thing for Regina), and then there's also Jean Armstrong from Phoenix Wright: Trials and Tribulations, who... we're about 99.9% sure is gay. He's the "gay chef" character, dresses in pink, calls himself a "delicate little girl", and... yeah.

Also, France from Hetalia. Not gay, more like "not picky", but flamboyant like whoa.

Oh, and again, if you're permitting yourself video game characters: Bridget from Guilty Gear. He doesn't ever really seem to show interest in either gender, but he's most definitely a cross-dresser ( ... )
