UPS means you have time to shut it down cleanly, so it will come back up after.
If it was shut down cleanly and it's just not comming back up that's one thing (and entirely excuseable) but "it's down hard" implies that the machine lost power in a way that did not allow a clean shutdown.
I will owe an appology if it was on a UPS (that worked) and was shut down cleanly. If not then my criticism stands.
Not cost effective outside a NOC. You'd need a working UPS to keep the servers up until the generator can kick in (up to a minute even for the best of generators) and this assumes that whatever power outage there was didn't knock out the routers or the line that that T-1 is on.
Not trying to fault people for the outage, crap happens, but the server not comming back up... that needs to be addressed.
