My own theory is, the wenches do that because Jack keeps sneaking out without paying (and they know he'll refrain from slapping back.)
And he shirks on paying because it's his nature to try to get away with stuff if he can (and he may be a bit of a romantic who'd rather pretend it was more than a business transaction.)
