I would have thought it would be more common. I know mine is not the only world where costumed heroes exist.

I admit many of those who wear disguises are the criminal element. We have quite the flamboyant cast of characters in Gotham City.

Those who go against Shinigami's law tend to be corrupt souls that, if left to continue their patterns, will end with bringing disaster and insanity to the world.
